Comprehensive Master Plan 
The City of Noblesville hired Camiros, Ltd., in conjunction
with The Center for Urban Policy and the Environment at Indiana
University/Purdue University at Indianapolis, to revise the
Comprehensive Master Plan for the city and Noblesville Township.
The revision began with an extensive participation process
called "benchmarking." Camiros and the Center facilitated
the benchmarking sessions, allowing the people of Noblesville
to evaluate their likes and dislikes, articulate goals based
on those preferences, set strategies to attain those goals
and establish benchmarks to measure their achievement.
Camiros translated the city's goals and strategies into a
land use concept and related policies that would help the
city meet its benchmarks. The plan recommended channeling
the area's rapid growth into four mixed-density neighborhoods,
each of which is focused on a mixed-use village center. The
neighborhoods are linked by a system of greenways and hike/bike
trails as well as an improved thoroughfare plan. Each neighborhood
had a unique identity, such as the Corporate Campus, but contained
common elements that contributed to the overall community's
sense of place.
The Center prepared maps of existing conditions which may
be used as the city implements a G.I.S. system. Camiros prepared
the Comprehensive Master Plan document.
