Downtown Vision and Strategic Plan 
The Vision and Strategic Plan for downtown Bloomington, Illinois was organized to be a very focused and practical project in order to produce tangible results for improvement. At the time the project was initiated, the downtown was beginning to experience renewed interest and reinvestment after a long period of decline. The intent of the Vision and Strategic Plan was to set clear direction for the downtown in order to build upon recent improvement activity.
This was accomplished by:
- Forming a consensus vision for the future of the downtown
- Defining six key strategies to guide future actions
- Preparing illustrative plans for new development and aesthetic improvements
- Organizing local stakeholders into an effective management team
- Establishing a specific short term action agenda.
