Enterprise Zone Strategic Plan
The approach to this assignment ran on two parallel planning tracks: one emphasized the development and role of the board in crafting the Urban Enterprise Association into an effective charge agent while the second emphasized opportunities for community development and neighborhood capacity building within the enterprise zone and established a targeted development strategy.
The fundamental objective of the strategic planning process for the Indianapolis UEA was to engage the UEA, through its board, in an ongoing process leading to community betterment and enhanced social, housing and economic objectives for enterprise zone residents. One of Camiros' objectives was to arrive at a consensus among members of the association and its board about the appropriate and propulsive role for the UEA. A clear and shared sense of purpose, an operating philosophy and a structure which encourages community-based change and coalition building to realize UEA and community objectives was an essential product of the strategic planning process.
Fort Wayne, Indiana
Enterprise Community Strategic Plan
In 1991, the Lilly Endowment, an Indianapolis based grant making foundation, initiated the development of strategic plans in Indiana enterprise zones. The Fort Wayne Enterprise Zone was designated, under State of Indiana legislation, on January 1, 1984. The success of the Fort Wayne state enterprise zone through 1993 is demonstrated by the creation of 4,148 jobs and $155.8 million in private investment. This plan marked a turning point for the Fort Wayne zone strengthening economic development and human services. With the establishment of the federal EZ/EC program in 1994, Fort Wayne had the team of Camiros, Ltd., Boezi and Associates, and Lupke Associates prepare a strategic plan for an Enterprise Community designation.
Four initiatives formed the basis for the plan:
- Employability Enhancement
- Neighborhood Based Service Delivery
- Neighborhood Economic Development
- Community Development Capacity Building
In addition to these four initiatives, the existing economic and community development initiatives of the Urban Enterprise Association (UEA) were to be enhanced and targeted toward the Enterprise Community neighborhoods. The City of Fort Wayne's Division of Community and Economic Development and the Police Department also advanced major new initiatives in support of the Enterprise Community and surrounding neighborhoods.
