Strategy for Economic Development 
Camiros, Ltd. prepared a strategic plan for Memphis/Shelby County, Tennessee which would recast the low wage/low skill economy of the past into a high performance, high productivity, high knowledge based economy. This plan required new partnerships and community-wide efforts to carry out the following "mission," as stated in the strategic plan:
Encourage and coordinate all constituencies of the region to develop and nurture an expanding economic base that provides opportunities for wealth creation at the individual household level.
Four key strategies, each with related initiatives, to support the "mission" were devised. These are:
- Managing economic development outcomes.
- Investing in human capital.
- Strengthening key industries.
- Growing the business base.
These strategies - and their concurrent initiatives - were an outgrowth of a multi-faceted investigation.
