Norfolk Zoning Ordinance Revision

This assignment, conducted in association with Brian W. Blaesser of Rudnick & Wolfe, was directed toward a full revision and update of the land use controls for this historic industrial and port city. To acquaint the community with the issues being faced, Camiros, Ltd. developed a videotape overview of local land use conditions and zoning issues, which was utilized in the city's public participation program. The ordinance update addressed all aspects of zoning and land use control within the city with special emphasis on assuring neighborhood structure. Final provisions included four historic districts structured as overlay districts and based on the certificate of appropriateness concept.
