Camiros understands that downtowns are the most complex systems in the urban environment. To be successful, each of the many diverse uses that constitute a downtown must thrive on its own, while also contributing to the overall experience and identity of the system as a whole. The complexity of a downtown is further increased when we consider that each individual experiences the place in a distinct way. In the 21st century, these places serve simultaneously as neighborhoods, civic and cultural centers, commercial marketplaces, and the predominant image and identity of a city projected to the external world through visitors and the media.

To effectively plan for a downtown area, Camiros employs a multi-tiered approach that first seeks to understand the subsystems at work; land use, transit, infrastructure, and urban form. Once the systems are understood, issues can be diagnosed and a strategic approach can be developed to resolve conflicts and move toward successful implementation of a downtown plan.
